He uses it to target a gathering of top Federation officials in Adelaide, Australia, aiming to prevent a legislative measure that would further expand the Federation's powers. The narrative draws from Yoshiyuki Tomino's novelized version of Char's Counterattack, differing from the animated adaptation.
