As the number of individuals with ESP grows, so does their potential to impact society in both positive and negative ways. In response, the Japanese government creates BABEL, a specialized organization designed to handle situations beyond the scope of conventional methods, including those involving criminal espers. A gifted individual named Kouichi Minamoto is assigned to oversee a group of highly powerful yet unruly young female espers referred to as "The Children." Together, they confront various opposing groups with differing perspectives on the place of espers in society. These include PANDRA, a group of rogue espers seeking to wage war against humanity; Black Phantom, a mercenary group that manipulates espers into destructive weapons; and the Normal People, a collective of non-esper individuals who see espers as threats to be eliminated.
