Ryotsu reunites with an old friend who has opened up a ramen stall. Over a bowl of ramen, he tells Ryo how he's having trouble with business and can't think of any way to increase his revenue. After thinking of a few ideas, Ryo eventually comes up with a plan by looking at a hot air balloon flying by. They plan to make a ramen stall in the air, offering express convenient delivery to customers right outside their apartment windows. However, this kind of idea breaks all sorts of permits and restrictions. Will they be able to run their business without getting caught by Ryo's fellow officers?
