Nomaru reveals to Seizaki that Shiniki tests new laws without restrictions, with Kaika Itsuki as mayor. Police chief Yasutaka Morinaga and Nomaru urge Seizaki to investigate Inaba and Fumio's deaths. Itsuki and his advisors vanish, leading Morinaga to suspect Ai Magase, who can alter her appearance and was previously encountered as Emiko Hiramatsu. A news bulletin reports up to 60 people standing dangerously on a rooftop. Ben Minton informs Seizaki that Inaba researched Nyux, a painless suicide drug. Itsuki appears on TV, declaring death a new tool for humanity. At the broadcast's end, all rooftop individuals leap to their deaths. Seizaki spots Magase in the crowd and suspects the "F" on Inaba's document stands for "Female".
