The narrative opens in a ramen shop adjacent to Policetown, where Rio dines due to financial constraints. The establishment has reduced prices to compete with the newly opened Neo Tokyo Tower nearby. The tower suddenly faces an assault from a swarm of robotic insects. Simultaneously, a mysterious woman and the terrorist group Dawn Mirage seize the building's occupants, including the governor, as hostages. In response to this escalating emergency, Team Warrior is activated and dispatched to the scene to rescue the captives and neutralize the threat posed by the attackers and the mechanical swarm.
