Following the Shinjuku student protests, the government classifies unsupervised superhumans as dangerous criminals. The Public Security Force expands by installing giant robots and brings the Superhuman Bureau, Raito, and his team under its authority to enforce order. Jiro is excluded from this group as he has already departed. Meanwhile, an android warrior named Yusei Washizu arrives on Earth in a UFO. He identifies himself as a messenger from a peace alliance of intelligent extraterrestrial lifeforms. His mission is to capture an S-Planetarian, a being responsible for the extinction of numerous star systems. This arrival introduces a new external threat to the local superhuman dynamics.
