As the Cell Games approach, Mr. Satan attends rallies while Goku searches for the final two Dragon Balls. He discovers that General Tao holds them. Avoiding a direct confrontation he knows he cannot win, Tao proposes a contest where Goku must unlock three puzzle rings to claim the items. Goku succeeds in the challenge, thereby collecting all seven Dragon Balls. He secures the complete set just in time for the imminent start of the Cell Games.
