Criminal organizations from around the world gather at the Megafloat to bid on EX-ARMs in an event orchestrated by a figure known as the Auctioneer. The government tasks the Counter Squad with an undercover mission to investigate the sale, assigning them to serve as bodyguards for Jinkokusha, the dominant faction in the Japanese underworld. The team quickly becomes entangled in violent conflicts between rival groups. During the ensuing combat, Akira is knocked unconscious. Upon regaining consciousness, he finds himself face-to-face with the Auctioneer, marking a tense conclusion to the initial investigation phase.
