Marx administers an aptitude test to determine if Kazuya can utilize magic. Kazuya discovers his ability allows him to copy his consciousness into objects, enabling him to enchant pens to handle paperwork. He also employs assistants to identify overspending and fraud within the kingdom’s budget. Later, Kazuya invites Liscia to Elfrieden’s farms, explaining that excessive cotton production has rendered the crop worthless due to oversupply. Although Liscia appreciates his insight, she worries about his desire to abdicate and return to Japan. Kazuya subsequently meets Captain Ludwin of the Royal Guard, noting that Albert’s advisors are ineffective because they caused the kingdom’s initial problems. He then magically broadcasts a message across the entire kingdom, inspired by his hero Cao Cao, stating he will hire anyone with exceptional skills regardless of age, background, or education. This announcement inspires the populace, and hundreds flock to the city to audition their abilities.
