On the Planet of the Rainbow Sash, a paranoid governor forced citizens into an underwater city after initiating a nuclear war. This submerged settlement is now on the verge of destruction. Tetsuro secures lodging in an apartment above a hotel managed by an arrogant owner and an employee. He also obtains a pass for an emigration capsule intended for escape. Tetsuro plans to flee alongside his coworker, Kumiko. However, their attempt to leave is sabotaged when he is double-crossed by his companion. The governor's actions have left the population trapped in a sinking environment with limited means of survival.
