1EP 1The Second Division Assembles Amidst Traffic and Combat
Apr 25, 1988On the first day of the Special Vehicles Unit 2 formation, Captain Goto leads a mismatched team including Noa, Asuma, Ota, Shinshi, and Hiromi. Their new Patrol Labors are delayed by traffic, forcing the squad to weed hangars until they are dispatched to stop an armed terrorist Labor. After a chaotic retrieval from the jam, they attempt to trap the target in Ueno park. During the engagement, Ota and Noa’s units suffer significant damage, losing a head and an arm respectively. Asuma urges Noa to redirect her frustration toward the criminal, who now faces her intense wrath as he attempts to flee the scene.
2EP 2Tokyo Police and SV2 defend the mayor during the Babylon Project inspection visit.
Jun 25, 1988The mayor of New York arrives in Tokyo to inspect the Babylon Project, a long-term landfill initiative aimed at reclaiming Tokyo Bay. Consequently, the entire Tokyo Police force, including the SV2, is assigned to provide security. To assist, the New York Police force dispatches Kanuka Clancy, a Japanese-American woman whose presence immediately sparks suspicion among the SV2 members while attracting significant interest from most of the male squad. Although the SV2's role is primarily ceremonial, they quickly become entangled in a terrorist plot. Asuma uncovers a fake Police Mobile Command Center stocked with missiles. Tasked with defusing the device, he receives instructions from Kanuka over the police radio. He faces a critical deadline of only 10 minutes to complete the task despite having no prior experience with such explosives.

Sep 25, 1988Division 2 assists with a hostage situation at a video shop, where Ota’s aggression destroys half the building. Goto sends the team back to the academy for retraining, but they find it empty. A bath fills with red liquid, revealed to be paint from a paint bullet, which frightens the instructor. That night, Ota sees a ghostly girl saying "Don't Shoot," while others spot a Labor with a skeleton pilot. The next day, Noa and Asuma skip training to visit a local shop. Asuma meets an old man he knew as a cadet, who reveals a young woman was killed by a paint bullet during a mock battle months ago, raising questions about a haunting spirit.
5EP 5Second Unit Vacation Disrupted by Suspicious JGSDF Labor Activity and Police Chase
Nov 10, 1988While the Second Unit enjoys vacation, Goto and Shinobu remain at the office, and Asuma visits his father's factory where he learns about a prototype JGSDF Labor. Asuma later meets a mysterious man in a restaurant who turns out to be Kiyoteru Kai. Meanwhile, a truck carrying a JGSDF Labor evades a police roadblock and attacks pursuing officers. Goto reveals that suspicious men are watching the SV2 and asks Shinobu for help after a JGSDF Labor causes chaos. The next day, JGSDF rebels invade Tokyo and seize the SV2. Goto has already moved the Patlabors to a factory via the bay to keep them safe. Shinobu and Division 1 block the JGSDF at Police HQ, refusing to move until the siege ends. Noa and Asuma see Kiyoteru Kai on TV and rush back to Tokyo to assist.
6EP 6Kanuka and Shinshi attempt a desperate counterattack using stolen military hardware against the blockade.
Aug 12, 1988Division 2 operates from a Shanghai restaurant during the siege’s second day. Kanuka, disguised as a delivery worker, learns from mechanics about a Patrol Labor prototype and a rumored nuclear weapon. She informs Goto, while Shinobu refuses US military-backed police chiefs’ orders to step down, leading to her forced departure from a video conference. Suspecting Goto due to his past with Kiyoteru Kai, police issue an arrest warrant. Kanuka, Shinshi, and Ota launch a chaotic attack with stolen equipment but are stopped at a JGSDF blockade, destroying their Labor. Meanwhile, Asuma and Noa arrive in Tokyo. Goto deduces Kai’s plan after hearing he was seen in Hokkaido. With help from Matsui and the Maritime Authority, they identify suspicious ships, the Safflower and Pacific, equipped with missile launchers. After Kai issues an ultimatum to dissolve the Diet and suspend the constitution, Goto enlists US military and Shinohara Heavy Industries support to stop him using a submarine and a prototype JGSDF Labor.
7EP 7SV2 Pursues Stolen Truck Containing Labor Amidst Terrorist Conspiracy
Jun 25, 1989After a truck carrying a Labor from the Tokyo Labor show is stolen at a petrol station, police arrest the driver for suspected ties to the Beach House terrorist group. The manufacturer, Shaft Enterprises Europe, remains silent about the cargo. The SV2 attempts to intercept the vehicle near a tunnel, but the Labor inside breaks through the trailer to assist the driver. The driver, a seasonal worker who stole the truck merely to get home, is coerced by the terrorist sympathizer into continuing the journey. Shaft Enterprises pursues relentlessly to stop the truck and secure its contents, escalating the conflict between the pursuers and the reluctant participants.
