Ep. 1: A new Patlabor is stolen while Noa Izumi takes an aptitude test.

Following the destruction of a Labor during an arrest, Division 2 sends Asuma and Ohta to the Shinohara Heavy Industries factory in Hachioji to return the damaged unit for repairs. There, they encounter Noa Izumi, a police cadet attempting to locate the building hosting her Patrol Labor aptitude test. Simultaneously, an unknown individual steals the newly developed AV-98 Ingram Patlabor and its carrier. Determined to protect her "pato-chan," Noa pursues the thief. Asuma and Ohta join the chase to assist in recovering the stolen mecha and apprehending the culprit responsible for the theft.
