Prince Shōtoku and Ono no Imoko reach Luoyang to deliver a letter from the Emperor of Japan to the Chinese Emperor Yang of Sui. This ruler is actually an alien from the planet Octopus disguised as a human who manipulates minds. The diplomatic mission proceeds rapidly and ends in a disastrous failure.
