After an event in the Southeast Asia Union in 2116, Shinya Kogami continues his wandering path. In a small South Asian country, he saves a group of refugees being attacked by armed rebels. One of the refugees, a young woman named Tenzing, asks Kogami to teach her how to fight back against those who wronged her. As the two face the limits of a world with no way out, they confront their differing views on revenge and justice.
