The cause of bandit attacks on Ensei Rō is explained, stemming from his tenure as temporary governor of Sa province. Ensei had alienated local nobility by refusing corruption and bribes. Since he has not passed the official examination required for high office, he returns his governorship seal to Ryūki. Subsequently, Ryūki passes a law permitting women to take the official examinations.
