Facing financial strain and staff departures, Ibari reorganizes the Oozora family into the Kurikara Detective Agency after Suzume’s homework shames his violent methods. Computer Ittosai helps establish the firm, but Suzume remains unimpressed by the lack of exciting cases and the soldiers’ continued aggressive behavior. The agency targets a street thug who challenges victims to Rock–paper–scissors, stealing money or inflicting violence based on the outcome. Ibari, having studied the game as a martial art in his youth, recognizes the thug as his former master. Their planned duel is interrupted when police arrive, summoned by Suzume to protect Ibari. Following this incident, Suzume defeats Ibari in a duel and demands the position of Chief Detective to ensure his safety.
