In the twenty-first century, the distinction between humans and machines has become unclear as people use mechanical enhancements and robots are given human-like features. Major Motoko Kusanagi, a cyborg agent, investigates dangerous criminals, including hackers who manipulate the human-machine interface to control people. Tracking a hacker known as the Puppeteer, Kusanagi uncovers a realm that challenges the understanding of consciousness and the human spirit.
