Further inquiries among students and staff yield only the repeated explanation that the headmaster decided the transfers. Frustrated, Ciel devises a plan with Sebastian to set a fire in Violet Wolf dormitory to force all students, including Derrick, to come out. They hope this will provide the breakthrough they need in their investigation.
