Mars is nearly submerged, with human settlements confined to massive floating city-ships navigating its oceans. Economic hardship, scarce employment, and high food costs plague daily life. Gram and others struggle to find work as opportunities dwindle. Some turn to piracy to challenge government corruption, including the feared Aurora pirate crew. Earth's government, which governs Mars, sends military pilots in mechs known as Round Bucklers to suppress piracy and secure the seas. Gram ends up fleeing with the Aurora pirates after an unexpected encounter. Despite initial resistance, he begins to grow fond of them.
