Ep. 12: President Wood faces a suicidal girl on the roof while Seizaki discovers interpreters are dead.

President Wood negotiates with Kanae Kuyo, who threatens to jump from Shiniki City Hall. Although Wood and Seizaki suspect she is actually Ai Magase, Wood convinces her to wait for an answer. Later, Wood concludes that suicide is wrong, yet he attempts to communicate with her only to hear Magase's voice. Seizaki finds all interpreters dead and orders a communication blackout. He locates Wood on the roof, ready to jump. Seizaki realizes he must kill Wood to prevent the act and reluctantly shoots him. Ai Magase then appears as Kanae Kuyo and questions the difference between good and evil. After Seizaki struggles to answer, a shot is heard. Later, a woman resembling Ai Magase arrives at a village and meets Seizaki's son.
