Michiru meets Pinga, an albatross beastkin whose species faces migration difficulties due to restrictive laws. Simultaneously, Barbaray and Shirou encounter Alan Sylvasta, head of Sylvasta Pharmaceuticals, who warns against granting refuge to the Silver Wolf cult. After Pingu flies Michiru across the city, Shirou suspects Pingu is a terrorist. Shirou stops Pingu from approaching the Mayor's office using Michiru's new flight ability. They discover the planned attack was a bluff, so Shirou lets him go. Meanwhile, Alan is attacked by a hitman but is rescued by Nazuna.
