Michiru and Shirou encounter a berserk beastkin, only for Engel Machines to capture it. Tracing the drones to a medical center, they discover Alan sent them. Alan explains Nirvasyl Syndrome as stress-induced illness from beastkin concentration, claiming it destroyed Shirou's village. He proposes a vaccine to turn beastkin human, a plan Shirou rejects fiercely, clashing with Michiru and the police. Meanwhile, Alan assigns Michiru and Nazuna to perform concerts to soothe the beastkin. Barbaray informs Shirou she plans to dismantle Anima-City to disperse the population for their safety. However, upon visiting Minister Shiramizu to discuss this, she is arrested. It is revealed that Shiramizu is collaborating with Alan, thwarting Barbaray's efforts to protect the beastkin through separation.
