During Provisional License rescue exercises, Pro Hero Gang Orca attacks while students aim for certification. He targets a first-aid camp, breaking Yo Shindo’s distraction attempt. Todoroki fires at Orca, but Inasa Yoarashi diverts the flames, sparking a dispute over Endeavour. The diverted fire nearly hits Shindo until Midoriya intervenes with Full Cowling. After Orca crashes the bickering students, they combine their Quirks to create a fire spiral. Orca extinguishes it with water, but Midoriya attacks using Shoot Style while others save victims. This concludes the exam. Later, students gather to view a screen revealing who successfully obtained their Provisional License.
