Cole’s assassination triggers town riots while Kei and Tilarna question Tourte, who remains unconvicted. The vice squad identifies the killer as a former U.S. Marine with a bulldog tattoo. Kei notes Tilarna softened views on Semanians, and they learn Cole’s wife, Marla, entered the mayoral race. Tilarna suspects Marla ordered the murders but lacks proof. Kei meets a reporter who provides a photo of Marla with the shooter before the killing. FBI agents surround the trio, and Tilarna observes that all agents except Ronald Chan are magically controlled. Kei and Tilarna are imprisoned in a van driven by Zelada.
