Kei interviews Cole regarding Kahn's death, but the suspect provides evasive answers before being shot by a Semanian man at a rally. Kei and Tilarna pursue the attacker, with Tilarna killing him by severing his arm. Tilarna discovers the shooter was a human using magic to alter his appearance and weapon. The FBI seizes control of the scene, preventing Kei from gathering further evidence. Cole later dies in the hospital. Tilarna explains the properties of vaifaht steel to the vice squad. Kei then prepares to interview Tourte, the final mayoral candidate, as his supporters chant racist slogans nearby.
