The Legislator appears at the Mononokean, upset by the Executive's harsh treatment of Ashiya, an employee there. He bets with the Executive that Ashiya will be banished from the Underworld. Ashiya feels reluctant to return to the Underworld. At the same time, Fujiwara Zenko, a classmate of Abeno and Ashiya, has a priest father. The neighborhood association president hires him to investigate a location where a ghost supposedly appeared. The situation remains uncertain as the investigation proceeds. The story explores the conflict between the powerful figures and the mysterious events involving the ghost, while Ashiya faces his potential exile.
