Noa engages Brocken labors, but Kanuka's and Ohta's units fall. The Phantom Labor appears, using electromagnetic waves to disable Ingrams and a beam weapon that destroys Ohta's arm. Ohta is captured by a Brocken Labor, forcing Noa to retreat due to being outnumbered. She encounters Captain Fuwa, who is on a covert mission to stop the labors. Ohta is locked in a hotel room with missing Division 1 members, police, and civilians. The SV2 regroups under Captain Goto, who orders them to locate the operation's hidden leader. Detective Matsui and Shinshi find Kaunaka's grandmother, who wishes to take Kanuka to Hawaii to avoid her husband's Korean war fate. Noa rejoins the military but eventually faces the Phantom Labor alone.
