Public Safety operatives approach the SV2 for aid concerning Itchoku Inubashiri, a former military Labor pilot now leading the anti-Babylon faction "Home of the Sea." Inubashiri has assaulted an agent, confiscated a weapon, and commandeered a taxi in Sakata. He allegedly intends to seize the Soviet Attack Labor L99, codenamed Doshka, which is secretly docking on a vessel bound for Russia. The group aims to steal the machine to advance their agenda. Although Captain Goto suspects deception within the Public Safety narrative, he assigns Noa and Asuma to the operation under the guise of purchasing Hatahata. The agents soon discover that numerous spies have converged on Sakata, revealing that the true nature of the mission extends far beyond the stated objective.
