Following Al Shahal's fall to the Windermere Kingdom, loyal New United Government forces retreat to Ragna, their last defensive line. To thwart the enemy's reliance on active Protoculture ruins, the Government prepares to destroy these sites on Ragna, accepting potential environmental damage. As civilians evacuate, Chaos members persuade the military to postpone the demolition. They then depart in their fortress, the Macross Elysion, to initiate Operation Einherjar and directly confront the advancing enemy forces.
