During a hiking trip, Kogoro, Conan, and Ran encounter the eerie moaning of a tengu, a legendary dog-like spirit. After spending the night at a mountain guest house, the trio visits a local historic site, specifically a cave associated with the creature. Inside, Conan finds the corpse of Mayor Shoji Mayama, who is wearing a tengu mask and hanging from a shrine. Although Kogoro concludes that the death is a suicide due to the lack of other people in the cave, Conan senses inconsistencies regarding the body and the crime scene that suggest the official explanation may be incorrect.
