Ash, Goh, and Chloe journey to the Hoenn region to take part in a Marine Athletics Competition located in Lilycove City. During their stay, they encounter Kiley, who is accompanied by a Vaporeon. Following this meeting, Kiley presents Chloe with a Water Stone, suggesting she use it to evolve her Eevee. Despite receiving the item, Eevee ultimately chooses not to undergo evolution, remaining in its current form as the group continues their travels through the region.
