Shūrei meets Governor Kai, who reveals Eigetsu’s history and provides medical texts by his former caretaker, the legendary doctor Kashin, known as Dōshu. During this meeting, Shūrei receives correspondence from Eigetsu and Ensei detailing recent events in Sa Province. She promptly summons all physicians to the palace and distributes the texts, which contain vital information regarding the ongoing epidemic. Shūrei persuades the head doctor in Kiyo to dispatch as many medical staff as possible to Kōringun village. Meanwhile, Eigetsu meets with Ambassador Hei, assuring him that Shūrei will arrive with the necessary assistance to address the crisis.
