Ep. 28: Suzume confronts the Kid Gangsters and forms a counter-gang with Morita's help.

During a date with Katagiri, Suzume encounters the Kid Gangsters, prompting Morita Kensaku to develop feelings for her. Although Ibari suppresses his anger to avoid violence against minors, Shadow Boss orders Morita to assault Suzume. After Morita refuses and the gang intimidates Suzume into tears, she establishes the Good Kids Gang. Ibari suffers a shock at the prospect of her using violence. Morita defects to Suzume’s side, but most recruits abandon the group when an attack is imminent, leaving only Suzume, Katagiri, and Morita. Ibari prohibits adult involvement in juvenile conflicts, so Suzume defeats Shadow Boss while Hibari, Kousaku, Seiji, and Sabu frighten the delinquents with Halloween costumes. Ibari speculates Suzume may become a Yakuza Boss, which pleases Hibari as it allows her to marry Kousaku if she inherits the Oozora Group.
