Bison kidnaps Ken and demands a $1,000,000,000 ransom from Mr. Masters to cover losses incurred when Dorai shut down Ashura. Mr. Masters dispatches US military commandos Guile and Nash to Spain to rescue Ken. Guile identifies Ken and his friend Ryu from a photograph, noting their tendency for trouble. After a briefing by Mr. Masters's college friend, the commandos depart in a helicopter. Concurrently, Dorai survives an assassination attempt by Cammy White. On a beach, Ryu resists an attack by Zangief, a Shadowlaw wrestler sent by Bison to capture him and bring him to Bison's headquarters.
