Ahead of the Daihasei Sports Festival, Mikoto Misaka and other Level 5 espers receive an invitation to deliver the athlete's pledge. Tensions rise when a brawl erupts between cheer squads over stage access, prompting Kazari Uiharu to intervene. This draws the attention of seventh-ranked Level 5 Gunha Sogiita, whose powerful but unclear ability inadvertently causes significant damage. While Kazari and Ruiko Saten attempt to rescue civilians, Mikoto shields them from debris. Ultimately, Accelerator, second-ranked Teitoku Kakine, Shizuri Mugino, and Mikoto decline the honor. Consequently, Gunha and Misaki Shokuhou are selected as representatives, with Shokuhou displaying a specific interest in the Sisters.
