A yearly Wind Festival takes place in Fula City, a place where people coexist with the wind. On the festival’s final day, the legendary Pokémon Lugia is said to appear and grant the people the blessings of the wind. The film explores the lives of several individuals connected to the event. Risa is a high school student beginning her journey as a Pokémon trainer. Kagachi is a man who constantly lies. Torito is a researcher struggling with self-doubt.
