A decade after the Bubble War, economic disparity intensifies globally, including in Japan. Tokyo becomes a city where the wealthy indulge in their pleasures. Saiga, a former war photographer, works for Hibara Ginza in this capitalist environment. He attempts to gather intelligence on the Roppongi Club, a hidden location in the city's red light district, but is captured during the effort. He is brought to Kagura, who is performing a ritual. Their encounter triggers Saiga's latent ability to cause explosions through photographs. To uncover the truth about the Roppongi Club and Kagura, Saiga embarks on a lone mission.
