Bubbles, a young carp, resides in Carp Lake with his grandmother, who frequently speaks of the Dragon, a revered figure of power over rivers and seas. Bubbles encounters Evil Snake, who falsely claims to be the Dragon King. Evil Snake, along with Lobby and Bogart, joins Bubbles at the lake, where his grandmother suspects deception. Her concerns are dismissed until Evil Snake's disguise is exposed when his fake dragon features fall off. During a confrontation, Evil Snake transforms Bubbles' grandmother into a bubble. Determined to restore her and seek justice, Bubbles embarks on a quest to find the real Dragon and collect five dragon scales to defeat Evil Snake. He is joined by Aku, Mei Mei, and Erl, while being pursued by Evil Snake and his allies.
