A city is divided into two parts by a canal and a single bridge, with the wealth concentrated in one and crime in the other. A young detective moves to the poorer area for work and encounters three monstrous beings who fight to protect humans. These creatures, known as youkai ningen, hide their true identities and each have their own motivations and emotions. One seeks to become human and fights against threats to humanity, another studies humans by attending school, and the third explores the world through gaming and philosophy. Despite their efforts, their appearance makes them unacceptable to humans. Another individual is searching for them, controlling a hidden organization that influences the city from behind the scenes. Her intentions remain unclear as she pursues the three.
