Jean Otus serves as the vice-chairman of the inspections department at ACCA headquarters. Known as "Jean the Cigarette Peddler," he is regarded as one of the most shrewd individuals in the syndicate's history. As he casually smokes, he travels across the thirteen territories to investigate potential misconduct.
