Rock accompanies Balalaika to the Kosa Council, urging the destruction of the Washimine Group to force Yukio into a normal life. Balalaika executes the council leader and halts Hotel Moscow's attacks. Rock and Revy are ambushed by Yukio and Ginji, who kidnap Rock to find Hotel Moscow's base. Revy intercepts the van, leading to a fight between her and Ginji while Rock pleads with Yukio. Rock realizes Yukio was coerced into crime, and she admits her desire for a normal life. This hesitation allows Revy to kill Ginji. Overwhelmed by guilt, Yukio apologizes to Rock and takes her own life with Ginji's katana. Back in Roanapur, Balalaika sends Rock a photo of Yukio, prompting Rock to reflect on his twilight existence.
