Genet reveals that Mayor Noriko Terada is secretly the Panther minion Iron Shadow. Honey disguises herself as a reporter to interview Terada, but gains little useful information. Following Genet's advice, Honey and Seiji's family follow Terada to an island resort. There, Honey witnesses Terada attempting an arms deal and exposes her. Iron Shadow retaliates by attacking with hostages she has transformed into mannequins, which prevents Honey from fighting back. Danbei uses his perverted nature to create an opening, cutting Iron Shadow's whip and severing her control over the hostages. This allows Honey to defeat Iron Shadow. Despite this setback, Jill prepares to execute the next stage of her plan to gain Honey for herself.
