Six months after a major disturbance in Ikebukuro, the city has returned to a sense of normalcy. High school students continue their daily lives, while the most powerful and dangerous man in the area remains active. The informant devises new plans, and a rider without a head evades police as she travels through the night. However, this peace is soon disrupted by unexpected events. Unfamiliar forces begin to take hold of the city, leading to a new wave of turmoil.
