The Tentei Army expands its territory through oppression, forcing citizens in the Imperial Capital to manually generate energy for Viceroy Jakoh to combat his fear of darkness. A gravestone erected for Kenshiro serves as a trap for two scythe-wielding Tentei assassins who murder anyone visiting the site. Bat and Lin lead a Hokuto rescue party to free men abducted by the Tentei Army to work as slaves, but the captives are burned to death before they can be liberated. Meanwhile, a mysterious bearded drifter arrives in a poverty-stricken town and collapses.
