One year after Flanbel escaped Dictator General Somure, Galactor threatens the Prime Minister with death. The Science Ninja Team infiltrates the mansion via a secret back door. On peace memorial day, the governor distributes presents to children, but the Suimusa group sees their gifts stolen by upper city youth. That night, the team finds families dead from poison gas in the presents, revealing the governor serves Somure. Meanwhile, the Suimusa group attempts to destroy a snowman at the celebration site to vent anger. The snowman is actually Galactor's mecha in disguise. Galactor mistakes the Suimusa group for the Science Ninja Team and captures them. The ninja team arrives, rescues the group, and boards the God Phoenix to escape the pursuing mecha. Inside the machine are Somure and the governor. The God Phoenix buries the mecha with them and departs. The team offers to make replacement presents, but the Suimusa group states that fighting alongside Gatchaman was the best gift. Children's voices echo that justice will win.
