With the global sugar reserve depleted, the artificial sweetener Shugare becomes a target after an arms dealer named Gilman buys the entire supply. The God Phoenix investigates a message about Shugare in the Bikkuiero mountains, discovering a crashed cargo plane. Evidence points to Gilman, who is identified via the black box as the purchaser. Jinpei and Ryu infiltrate a location by posing as royalty to find ant assembly sites, but are captured by Gilman’s secretary, Mei, and taken aboard a submarine. Ken refuses to help, suggesting they lead captors to the main base, and follows the vessel. At a sea relay station, Katse, disguised as Mei, shoots Gilman and plans to reload Shugare. Jinpei and Ryu escape, rejoin the God Phoenix, and evade rocket fire that destroys the station. Ryu disables the submarine, which is then destroyed by a Bird Missile.
