Monster Development Department Faces Rejection and Gender Dysphoria in Agastia Society
Jan 9, 2022Megistus, Chief of Staff of Agastia, details the society's struggle against superheroes. The Monster Development Department proposes a monster resembling an old man in a Nessie-like mascot outfit. Kuroitsu is furious at Doctor Sadamaki for forcing her to present this underdeveloped idea to the board at the last minute. Although Akashic approves, Megistus rejects the proposal. With no time or funds for a new design, Kuroitsu wears the costume herself for a failed battle. Later, she and Sadamaki finalize Wolf Bete, a wolfman trained in a virtual environment. When his physical body is ready, Akashic has altered it to a wolf-girl for cuteness, causing gender dysphoria for the male-minded Wolf Bete. He attacks superhero Divine Swordsman Blader, Kenji’s secret identity, seeking a reward for his proper body. The fight ends in a draw due to Kenji’s inexperience with women and Wolf Bete’s embarrassment from being stripped naked.

Meanwhile, at Agastia headquarters, Bete officially joins the Monster Development Department as an assistant, despite his dislike for his assigned wolfgirl form. The team proposes the Cannon Thunderbird, a complex mecha-bird with railguns, but committee design and leader Akashic’s whims dilute the concept into a simple talking bird with a visor. In its debut battle, this watered-down monster is easily defeated by Blader, who questions why the organization did not create a fully armed giant mech instead.

Jan 30, 2022Kuroitsu faces setbacks as her hydra monster is defeated by Blader, initially limited by budget to one extra head and no venom. Despite adding more heads later, the outcome remains unchanged. Meanwhile, Kenji questions balancing his part-time job with his duties as Blader. Kuroitsu accidentally inspires him to remember his original motivation during a visit to his restaurant. She subsequently redesigns the hydra with four additional heads. In a separate storyline, Cannon Thunderbird experiences an existential crisis after failing a job interview. While employed at Agastia-affiliated Leafland Amusement Park, he rescues Hydra from magical girls using thunder powers and a gun. Hydra expresses her gratitude by bringing him a homemade lunch the following day.

Feb 6, 2022Blader defeats a magnetic monster by punching it after dropping his sword. An Agastia Executive named Immortal Camula visits the Monster Development Department to threaten an audit. Kuroitsu asks to borrow pluripotent cells, but Camula fights off the staff before departing. That night, Kuroitsu attends an idol show for inspiration and encounters Camula, who admits to being a secret fan. Kuroitsu comforts her and later retrieves pluripotent cells using a handkerchief. The next day, Kuroitsu takes Bete and Akashic to Leafland to inspect the amusement park. While the others play, Kuroitsu checks on the monsters. Wolf Bete fights a rival monster called White Alligator. Akashic destroys the rival creature beyond recognition, forcing the department to recreate it before the rival group retaliates against Agastia.

Feb 13, 2022The Monster Development Department travels extensively to secure approval stamps from Agastia executives in their secret lairs. After days of effort, they collect all required stamps, only to learn from General Affairs that two are ineligible and must be resubmitted. Meanwhile, Dr. Hoen and her monster Elbucky from the rival organization Black Lore visit Agastia to address the destruction of their White Alligator monster by Akashic. Elbucky develops an attraction to Wolf Bete. Kuroitsu discovers that Hoen was Sadamaki's high school classmate. During their conversation, Hoen inadvertently reveals that Black Lore operates as a black company, forcing unpaid overtime and denying paid vacations, in stark contrast to Agastia's policies.

Feb 20, 2022Kuroitsu proposes a chocolate-themed monster to the Agastia board to capitalize on Valentine's Day profits, gaining approval from Megistus and Akashic. Akashic trains Kuroitsu and Wolf Bete in the Monster Development Department, resulting in the creation of Melty. However, the venture is jeopardized when news reveals metal fragments in the chocolate supplier's product. Fearing reputational damage, Megistus blocks Melty's release against Blader. With time running out, Kuroitsu gifts Blader a basket of the chocolate, warning him to avoid Melty's remains, much to Kenji's delight. Meanwhile, Hoen attempts to secure her position at Black Lore by arranging a sparring match between her psychological attack monsters and Agastia's Wolf Bete and Hydra. The attacks fail due to the opponents' unique traits. Subsequently, Bull Head employs a fear attack on a Red Mantle General, causing him to resign immediately from Black Lore.

Feb 27, 2022Following a post-work drinking party attended by Camula, Wolf Bete wakes up hungover in Kuroitsu's bed. She dresses him in spare clothes, which annoys him as she treats him like a little sister. The pair later eat lunch on a rooftop garden, where Kuroitsu reveals her ambition to become an executive at Agastia. After Wolf Bete is confronted by thugs, Kuroitsu defeats them using skills learned to handle company executives. She then clarifies that she views Wolf Bete more as a daughter than a sister, a statement that further irritates him.

The following day, Megistus reprimands Akashic for drawing excessive attention to herself and Agastia. Meanwhile, Kuroitsu seeks relaxation at a nearby pub after a productive workday. Upon entering, Kuroitsu finds that the majority of the patrons and the proprietor are former supervillains and superheroes lamenting their past glory days.

Wolf Bete encounters Skylla, the Black Beast Transformation Executive, whose body served as his model. She views him as a cute wolf girl and forces intimate situations. Meanwhile, the Assassin Rangers attempt to destroy the executives using guerrilla tactics, but their efforts backfire. They deploy a second-hand giant robot to avoid humiliation, only to be defeated by the Curse Dragon Executive, Fafnir. Later in Tokyo, Karen Mizuki finds Akashic upset about being excluded from the trip. Karen plays an online game to cheer them up. The following day, Akashic introduces Karen and her supervisor Heiki as Agastia's newest executives.

Apr 3, 2022Karen and Heiki start working as Akashic’s assistants when Zet Arc attempts a hostile takeover of Agastia to expand into Asia. After Zet Acht attacks with his army and battle suit, Agastia’s monsters, Black Lore, and Pilia Magia girls fight back. Megistus reveals that heroes and villains across Japan have united to defend their honor against Zet Arc’s forces. Blader attacks Zet Acht but is defeated. Doctor Sadamaki and Hoen provide Kuroitsu with a device to transform into Black Blader, while Blader enters his second form. Together, they destroy Zet Acht. Kuroitsu finds her suit cannot be removed without a software update. Blader later discovers his crush is a customer in the Black Blader suit.
