Ep. 1: Monster Development Department Faces Rejection and Gender Dysphoria in Agastia Society

Megistus, Chief of Staff of Agastia, details the society's struggle against superheroes. The Monster Development Department proposes a monster resembling an old man in a Nessie-like mascot outfit. Kuroitsu is furious at Doctor Sadamaki for forcing her to present this underdeveloped idea to the board at the last minute. Although Akashic approves, Megistus rejects the proposal. With no time or funds for a new design, Kuroitsu wears the costume herself for a failed battle. Later, she and Sadamaki finalize Wolf Bete, a wolfman trained in a virtual environment. When his physical body is ready, Akashic has altered it to a wolf-girl for cuteness, causing gender dysphoria for the male-minded Wolf Bete. He attacks superhero Divine Swordsman Blader, Kenji’s secret identity, seeking a reward for his proper body. The fight ends in a draw due to Kenji’s inexperience with women and Wolf Bete’s embarrassment from being stripped naked.
