The Monster Development Department travels extensively to secure approval stamps from Agastia executives in their secret lairs. After days of effort, they collect all required stamps, only to learn from General Affairs that two are ineligible and must be resubmitted. Meanwhile, Dr. Hoen and her monster Elbucky from the rival organization Black Lore visit Agastia to address the destruction of their White Alligator monster by Akashic. Elbucky develops an attraction to Wolf Bete. Kuroitsu discovers that Hoen was Sadamaki's high school classmate. During their conversation, Hoen inadvertently reveals that Black Lore operates as a black company, forcing unpaid overtime and denying paid vacations, in stark contrast to Agastia's policies.
