He insists that Makoto must be kept safe, yet he requires the ability to see the Handler to control its power. Juri and her allies launch an attack on Sagawa, utilizing Tobino as a distraction. While Juri attempts to expel Sagawa's Specter, she is ultimately unable to succeed in this effort during the confrontation.
